Governments provide many incentives to buy electric cars or install solar panels. Generally speaking, these subsidies are availed by rich people since the new "stuff" costs a lot of money. Instead, why not give the same subsidy to people to buy a more sustainable car — not necessarily the most sustainable car. This is similar to Cash for Clunkers but with an eye turned towards reducing the carbon footprint.
